These Are The Duties and Functions of LASTMA, VIO and FRSC Officers

Many a time Nigerian road users fall victim of extortion of the law enforcement. Imagine a LASTMA official checking your car documents, this is not absurd but a slap on his employers. LASTMA officials are not meant to check neither are they to ask for car particulars. Ignorance is not an excuse in the court of law so its expedient one knows the duties of each law enforcement and try to decipher their modus operandi and what their line of duties.

There are 4 authorized law agencies which are mandated by law to regulate traffic, cars, and roads in Nigeria. While some are restricted to state roads, the rest are everywhere. For those in Lagos, the fear of LASTMA, VIO, FRSC and Police call for wisdom but most times due to the way we fear these folks, they act mostly on illegalities. For example, a video was trending on Twitter over the weekend between a LASTMA official and a Taxify driver, according to reports, the LASTMA officer asks for the driver's documents and other items. What most drivers don't know that this is not their duty, this is the duty reserved for FRSC and Police alone and not the LASTMA or VIO.

AutoReportNG decided its times to get our readers to enlighten on the duties of LASTMA, VIO, FRSC and Police on Nigerian highways.

The 'Chip Whip' Plate Number Did Not Come From Us - FRSC

Rember the story we featured about the Kano State Chief Whip plate's number? The picture of the plate number has gone viral amid reactions which made the Federal Road Safety Commission to come out to release a state.

According to the statement, The Federal Road Safety Corps (FRSC) has disowned a number plate bearing ‘CHIP WHIP’ used by the Chief Whip of Kano State House of Assembly.

The corps public education officer, Bisi Kazeem in a statement on Sunday, November 3, 2019, said the number plate “did not originate from any of the FRSC number plate production centres, neither was it issued by the Corps”.

He added that the FRSC could not have made such a grammatical error considering the rigorous procedure and quality assurance involved in producing and issuing licenses.

“For the avoidance of doubt, FRSC with its international quality management certification (ISO 9001: 2008) has rigorous quality procedures for producing and issuing any of its security documents which makes the possibility of such obvious grammatical errors on any of its licences an impossibility.

“We are therefore making it abundantly clear to members of the public that FRSC as the lead agency in road traffic management and safety administration in the country has nothing to do with the said number plate as some people are insinuating on some social media platforms”, He said.

He further said that the Corps Mashal, Boboye Oyeyemi, has asked Kano sector commander to investigate the origin of the purported number plate and punish the perpetrators.

See What Was Written On Kano State Chief Whip's Official Car Plate Number - Photos

When you think you have seen the weirdest spellings ever, new ones keep springing up which daunt your reasoning and ask if these people are really literate.

The number plate of Kano's State House of Assembly was sighted at a public gathering and one has to wonder who really approved such spelling to the Chief Whip of the Kano State Assembly, instead of writing "Chief Whip", "Chip Whip" was written which begs for questions like, don't the FRSC folks proofread before printing the numbers as this is nothing sort of a blunder.

The customised car plate reads chip whip in the place of the chief whip and has the symbol of a legislative mace which makes the error a blunder and an insult to our educational system.
According to Nigeria's constitution, the duty of a chief whip is to maintain the order and decorum of the House and also discipline among members of the majority party. For example, when the House is in a rowdy session, the Chief Whip of the House usually shouts the command ‘order’ usually to restore decorum and ensure the peaceful conduct of the session.

The Sector Commander of the FRSC in Anambra, Mr Andrew Kumapayi, told the News Agency of Nigeria (NAN) in Awka that the accident occurred at about 8:30 a.m.

Kumapayi explained that the 20 feet containers fell off a Mercedes 911 articulated vehicle and damaged a

Volkswagen Golf car with registration number AU 813 NSH.

He said the articulated vehicle lost control, due to bad spots along the road, making the containers to fall, damaging the car and causing injuries to the driver and a passerby.

“Two persons sustained injuries, the driver of the car and a woman passing by but no fatality was recorded.

“They have been taken to a nearby hospital and are responding to treatment,” the commander said.

Kumapayi said that efforts were going on to clear the obstruction caused by the incident, to restore traffic flow on the highway.

FRSC Seizes 200 Unregistered Tricycles In Kano State

The Kano State Command of Federal Road Safety Corps (FRSC) says it has impounded 200 unregistered tricycles across the state.

Mr Ahmed Tijjani-Mohammed, the Acting Sector Commander in Kano, said this in a press statement issued on Friday in Kano.

“It may be recalled that the exercise, which is currently on going nationwide, was slated for Aug. 1 and later shifted to Oct. 2.

“This was to allow states’ internal revenue services to prepare adequately for the registration exercise, and for extensive sensitization campaigns to the target road users as well, among other reasons.”

Tijjani-Mohammedsaid said the FRSC in Kano met with the leaders of the three major unions of tricycle and motorcycle operators to ensure they sensitised their respective members.

“We made sure they understood that it was important for them to be registered and captured in the data of the National Vehicle Data Base,” he said.

Tijjani-Mohammed said the command would continue with the enforcement exercise until every rider complied.

He urged riders, who have not complied with the law, to do so to avoid being arrested.

FRSC Sets Deadline For Number Plates Violation, Drivers License

The Federal Road Safety Corps (FRSC) has reiterated its position to clamp down on motorcycles and tricycles operating without number plates and their drivers operating without the class “A” drivers license with effect from 1st August 2019.

In a statement on Wednesday, Bisi Kazeem, Corps Public Education Officer, FRSC, revealed that the Corps Marshal, Dr Boboye Oyeyemi has ordered the operation, saying that the action is in tandem with the provisions of Section 10 Sub Section 4(h) and (i)of the FRSC (Establishment) Act, 2007.

He said that in order to ensure an easy process of acquisition of the number plates and the Class “A” Drivers license, the Corps Marshal has notified Motor Licensing Authorities (MLAs) across the country to make the processes less cumbersome for applicants so that motorcycle and tricycle operators can have a smooth and hitch-free process of acquisition of the Uniform Licensing Scheme Products.

Speaking further, Kazeem also quoted the Corps Marshal as saying, that applicants who desire to acquire fresh class “A” License must first present themselves for driving test at the Vehicle Inspection Office before advancing to the capturing unit for the continuation of the process.

The Corps Public Education Officer asserted that the Corps is not ready to take excuses anymore as far as Class ‘A’ License and number plate registration are concerned.

It said, “All tricycle and motorcycle operators must be licensed before they could be allowed to operate so as to enhance established processes for fishing out untrained and unqualified drivers on the roads.

“In addition, he stated that the growing reports of crimes associated with motorcycles and tricycles has made the clampdown imperative so that the successes already recorded by the Corps through the proactive deployment of the National Vehicle Identification Scheme, especially in the area of national security Intelligence would not be undermined.”

FRSC To Impound Motorcycles, Tricycles Without Number Plates From August

Mr Boboye Oyeyemi, Corps Marshal, Federal Road Safety Corps has directed a nationwide clampdown on motorcycles and tricycles without number plates with effect from Aug. 1, 2019.

Oyeyemi gave the directive in a news statement signed by Mr Bisi Kazeem, Corps Public Education Officer in Abuja, on Thursday.

He said the warning was as a result of the difficulty encountered in identifying such category of vehicles when used to commit traffic and criminal offences.

“This development has become imperative following the corps’ renewed commitment to ensuring the security of lives and property of citizens, by controlling and reducing the rate of crime.

“Motorcycles and tricycles without number plates are believed not to be captured in the National Vehicle database hence, in the event of a crash or crime, cannot be traced,” he said.

According to him, “the National Road Traffic Regulations (NRTR) 2012 was made pursuant to section 5(e) of the FRSC (Establishment) Act, 2007.

“It specifies the type of identification number plates for all categories of vehicles including motorcycles, tricycles and omnibus.

“Regulations 8 (1a and 1b) also states that a vehicle may be registered in any one of the following categories – motorcycles or tricycles.

“Furthermore, regulations 39(9) of the NRTR 2012 provides that all private and commercial vehicles shall as from the commencement of these regulations have on them, vehicle identification number plates referred to in this regulation.

“And it shall be an offence for any vehicle not to have the said identification number plates.

“Vehicles in this context include motorcycles and tricycles.

“To this end, commanding officers nationwide have been mandated to engage relevant stakeholders and associations to intimate them on the proposed clampdown.

“Public Education Officers have equally been directed to carry out all forms of advocacies to sensitise the riders to register their motorcycles and tricycles.

“The general public has also been advised to desist from patronizing motorcycles and tricycles without number plates as they stand the risk of being abandoned in times of crash or crime.”

FRSC Asks Bukola Saraki, Ex-Lawmakers To Return Their Official Number Plates

The Federal Road Safety Corps has asked former Senate President, Bukola Saraki, and about 219 lawmakers who failed to return to the Senate and House of Representatives to return their official vehicle number plates.

It was gathered on Thursday that the corps had requested the Clerk of the National Assembly, Mohammed Sani-Omolori, to retrieve the vehicle identification plates from about 69 senators and 151 members of the House of Representatives who failed to return to the 9th National Assembly.

The FRSC Public Education Officer, Corps Commander Bisi Kareem, confirmed this to our correspondent in Abuja.

Speaking in response to inquiries by our correspondent, he said, “We have written to the clerk of the National Assembly to direct former lawmakers to return official number plates issued to them. We expect the clerk to reach out to them; we cannot get across to them ourselves, that was why we wrote to the National Assembly about it.”

Forty-two of the senators lost out in October last year at their parties’ primaries while others were defeated at the National Assembly elections.

Apart from Saraki (Peoples Democratic Party, Kwara Central), others expected to return their official vehicle number plates are Godswill Akpabio (All Progressives Congress, Akwa Ibom West); Nazif Gamawa (PDP, Bauchi); Rafiu Ibrahim (PDP, Kwara South); Tayo Alasoadura (APC, Ondo Central) and Yele Omogunwa (Ondo South), among others.

Asked about the deadline for the return of the plates and sanctions for failure, Kazeem said he would not speak on that.

Findings have, however, shown that many former lawmakers and ex-officials were still using the official number plates.

“Is scheduled to commence from Wednesday, May 22, 2019 and reopened on Friday, May 24, 2019.

“The temporary closure is to lay a section of 400m of wearing asphaltic surface on the affected section of the corridor.

“The closure will not affect traffic inbound Lagos around the affected road but will narrow the carriageway which is expected to build up traffic around the mentioned sections,’’ he said.

The sector commander advised motorists to note the occurrence and plan their trips, saying that those using the corridor within the period should obey all traffic rules and regulations.

Oladele urged motorists to refrain from driving against traffic, saying that violators were liable to be apprehended for dangerous driving which attracts a fine of N50,000 and impounding of the erring vehicle.

“The FRSC is working with sister traffic agencies to maintain visibility to ease the traffic discomfort the temporary closure of that section of the corridor will cause,’’ he said.

FRSC Tasks Motorists On Proper Vehicle Registration

The Federal Road Safety Commission (FRSC), Anambra Command has urged motorists to ensure their vehicles are properly registered and uploaded to the National Vehicle Identification System (NVIS) platform and desist from patronising touts.

Mr Andrew Kumapayi, the Sector Commander of FRSC in Anambra made the call in an interview with the News Agency of Nigeria (NAN) on Sunday in Awka.

“FRSC has the database of all registered vehicles uploaded in the NVIS platform.

“People should ensure that their vehicle registration are done genuinely at the Board of Inland Revenue office and should not patronise those dealing with fake numbers,” he warned.

The sector commander said that Mrs Veronica Okeke had gone to Nnewi Licensing Office to effect the change of the registration number of the car from SSM 23 AA to an Anambra number plate which she bought from Mrs Kate Ucheagu.

Kumapayi said discrepancy was spotted in the original chassis of the vehicle which was JTEHH20VX26025177 but was captured as TTEHH20VX26025177 in the document presented.

He said it was detected during verification of the number plate that the vehicle had been registered to another person.

He said when verification was done on the original chassis number, information available showed the vehicle belonged to Mr Chukwuemeka Seth who was resident in Port Harcourt with a Lagos number plate LND 79 DB.

The Sector Commander said when Seth was contacted he confirmed that the car belonged to him but was stolen with the original documents in April 2015 at Choba, Port Harcourt

Kumapayi said the men of the Special Anti-Robbery Squad arrested Okeke, the new buyer of the vehicle.
