What is wrong with this plate number?

In Nigeria constitution, the post of the first lady either as that of the president or governor's wife is not recognized. All thanks to the late Maryam Babaginda that introduced that post when her husband was the military head of state. This plate number was spotted in Kogi state over the weekend. Is any thing usual about it? Whats your take?
